ODA commitment for Hoa Lac hi-tech park

On the 2^nd of March, at the headquarter of Ministry of Planning and Investment, Minister Vo Hong Phuc and Mr. Sakaba Mitsuo – Japanese Ambassador to Vietnam signed the Exchange of Notes of Japanese ODA Loan 2^nd half of fiscal year 2009 with total amount of 25,822 billion JPY, which covers the portion for Hoa lac hi-tech park project.

The commitment in the 1^st half of FY 2009 that Japanese Government gave to Vietnamese Government is 120 billion JPY, equivalent to around 1.2 million USD. This amount consists of 64.891 billion JPY for ODA aid, 7 billion JPY for Poverty Reduction Support Credit (PRSC), and 47.9 billion JPY to help Vietnam overcome finance crisis. In total, the committed amount in FY 2009 reaches 145.613 billion JPY, equivalent to about 1.46 billion JPY, the highest amount ever since.

The 2^nd commitment shall finance 5 projects, which are Terminal 2 Construction Project in Noi Bai International Airport (I) (12.6 billion JPY); Noi Bai International Airport to Nhat Tan Bridge Connecting Road Construction Project (I) (6.5 billion JPY); Cuu Long (Can Tho) Bridge Construction Project (II) (4.63 billion JPY); Third National Highway No.1 Bridge Rehabilitation Project (II) (1.04 billion JPY); and Hoa Lac hi-tech park infrastructure development project (E/S) (1.005 billion JPY).

The Hoa Lac hi-tech park infrastructure development project is now at the initial stage. In the coming time, the HHTP Infrastructure project shall continue the next phase and is expecting to be consequently financed by Japanese ODA loan.

With total amount of 25.822 billion JPY to be signed the exchange of notes today, Japanese ODA commitment (including grand aid and loan aid) since 1992 up to now reaches 1,557 billion JPY. This amount take about 30% of all the committed amount from international donors, making Japan the biggest donor of Vietnam for years.
