New five-year socio-economic plan to be outlined

The Government chief has just delivered instructions for the drafting of the Five-year socio-economic development plan 2011-2015. The overall goal of the plan is to obtain a rapid and sustainable economic growth rate while strengthening the country’s economic potentials.

The PM also asked ministries, sectors, localities, economic groups, and State-owned corporations, when designing their plans, to pay attention to other goals, such as improving quality, efficiency, competitiveness; speeding up international integration and economic restructuring; promoting industrialization and modernization; bettering people’s living standard, eradicating poverty, generating more jobs and guaranteeing social security.

Under the new five-year plan, Việt Nam targets to gain an annual average GDP growth rate of 7-8% per year while cutting down its poverty rate by 2-3% per year.

Top priority will be placed on perfecting the market economic mechanism, creating an equal, transparent and stable business environment, and removing obstacles to facilitate investment and production.

Advantages and strengths of each and every industry, sector, and region will be brought into play, and the products of high added value are prioritized.

The State encourages the development of all economic sectors, of them the State-run sector will continue remaining its key role in the socialist-oriented market economy. Most favorable conditions will be created for other sectors, especially private and foreign-invested ones, to develop.

The PM assigned the Ministry of Planning and Investment to work out the "draft five-year plan on socio-economic development 2011-2015" which will be submitted to the Politburo within June 2009.
