JICA study team start working at HHTP

Implementing the spirit of the MOU signed between HHTP Management Board and Japan International Cooperation Agency (JICA) on May 15th, 2008, JICA had set up Study Team to conduct a Feasibility Study on HHTP and officially started their work at HHTP since August 8th, 2008.

In response to the official request from the Government of Social Republic of Vietnam, with close cooperation with the HHTP MB as well as Ministry of Science and Technology, JICA had implemented the Study on the revision of Master Plan of HHTP from April to November, 2007. Based on the study, Vietnamese Prime Minister and approved the Updated Master Plan of HHTP on Decision No.621/QĐ – TTg dated May 23rd, 2008.

JICA has decided to conduct the Study for HHTP Feasibility Study upon the approval of the revised Master Plan by the Prime Minister and started working at HHTP since August 8th, 2008. The scope of work for the Study shall cover the following items:

I. Review of the Status Quo of HHTP

1. The revised Master Plan of HHTP,
2. Project implementation structure
3. Progress of the Project includding land acquisition, compensation and relocation of houses, construction works, location of state research institutes and investment of firm location,
4. Financial framework, and
5. Project schedule

II. Preliminary design with maps on appropriate scale for:

1. Necessary survey including topological survey and boring test,
2. Land grading,
3. Technical infrastructure including roads, water supply, drainage, sewerage, power supply and telecommunication,
4. Solid waste management and disposal, and
5. Landscaping including parks, greening, signs, fences and car parks.

III. Project evaluation

1. Project cost,
2. Capital sources and financing plan,
3. Financial evaluation,
4. Economic evaluation, and
5. Environmental and social assessment.

IV. Project implementation management

1. Desirable function, organization and staffing of HHTP-MB,
2. Role of the development company,
3. Coordination with other agencies concerned
4. Project implementation plan of Phase 1, and
5. Construction Management.

V. Project operation management

1. Preferential treatment, incentive and restriction for investors,
2. Land lease regulations and development guidelines,
3. Sales-promotion,
4. Human resources, and
5. Relocation promotion of state research institutes to HTTP, including the study on the establishment of a research institute.
