Investment challenges and opportunities in 2009

In 2008, in the context of global economic decline and the challenges of domestic economy, the investment attraction activity and implementation of projects in Vietnam in general and Hoa Lac Hi-tech Park in particular coped with many difficulties.

On March 3rd 2009, Hoa Lac Hi-tech Park Management Board held Investment Conference with a view to assessing investment activities in 2008 and plans for 2009. Dr. Nguyen Van Lang - Deputy Minister of Science and Technology, Chairman of Hoa Lac Hi-tech Park Management Board presided over the Conference.

Nearly 100 enterprises that have been investing in Hoa Lac Hi-tech Park attended and discussed about opportunities and advantages of investment in Vietnam in general, as well as problems concerning with investment environment, investment structure reform of Hoa Lac Hi-tech Park in particular.

Making a speech at the Conference, Mr. Phan Huu Thang - Director of General Department of Foreign Investment, Ministry of Planning and Investment, assessed on the FDI attraction in 2008 and prospects in 2009 in Vietnam.

Dr. Do Van Loc – Director of high technology Department, Ministry of Science and Technology, introduced about Law on high technology that has just been passed by the National Assembly and emphasized main points of the Law as follows:

- State orientation and policy for developing high technology.
- Promote high technology application, research, transfer and incubation.
- Enhance good production, business incubation, form and develop high technology enterprises.
- Formulate and develop high technology industries and markets.
- Train and utilize high technology human resources.
- Construct high technology infrastructure.
- Formulate national programs, Venture investment funds and enhance international cooperation in the field of high technologies.

Law on high technology is the important key for developing high technology industries in Vietnam.

In the framework of the conference, The representative of Hoa Lac Hi-tech Park Management Board reported about investment activities in 2008 and plans for investment project implementation in 2009 as well as the infrastructure investment in the Park.

The conference became more and more animated when some investors invested in infrastructure in Hoa Lac Hi-tech Park such as Viettel, Hanoi Telecom, Viwaseen… made commitments to ensure the best and available infrastructure to welcome all investors to the Park.

Especially, in their speech, Hoa Lac Customs committed to create favorable conditions for all enterprises inside and outside Hoa Lac Hi-tech Park in registering import and export goods, equipments…

The Presidium answered many questions from enterprises relating to investment incentive policy as well as regulations, administrative formalities on tax and import & export, etc when investing in Hoa Lac Hi-tech Park.

Hoa Lac Hi-tech Park Management Board granted investment certificate to Vietnam Internet Center (VNNIC) to carry out project “Vietnam Internet Center in Hoa Lac Hi-tech Park” with total investment capital of VND 285,000,000,000.
