PM approves HN’s overall socio-economic planning
VGP – PM Nguyễn Tấn Dũng has recently issued Decision 1081/QĐ-TTg, giving his approval to Hà Nội’s socio-economic development planning to 2020 with a vision towards 2030 with a view to turning the capital city into a driving force for national development.

Under the overall planning, the city will strive to attain an average growth rate of 12-13% in the 2011-2015 period, 11-12% in the 2016-2020 period, and around 9.5-10% in the 2021-2030 period.
Average GDP per capital will reach US $4.100-4.300, US 7.100-7.500, and US $16.00-17.00 by 2015, 2020 and 2030, respectively.
The city is expected to have a population of 7.2-7.3 million by 2015, 7.9-8 million by 2020, and 9.2 million by 2030.
The overall planning sets that trained laborers will account for over 55% of the city’s workforce by 2015, and 70-75% by 2020.
The city will develop and encourage the services, including finance, banking, insurance, securities, post-telecommunication, science-technology, healthcare, education-training, and public transportation.
Especially, Hà Nội will be converted as a leading financial and banking hub and a tourism center in North Việt Nam.
The capital will focus on some industrial sectors, like IT, new materials, electronics, mechanics, pharmacy, and cosmetics, and on building and expanding 15 industrial parks.
Besides economic development, the capital will strive to generate 135,000-140,000 jobs in the 2011-2015 period and 155,000-160,000 jobs in the 2016-2020 period. It will aim to improve education and develop knowledge-based economy.
The overall planning also seeks to improve transport infrastructure to ease traffic congestions and connect the inner city with satellite urban centers.
The city space will be divided into different brunches of urban areas with suburbs and verdure belts.
To realize the scheme, the capital city needs a total investment of US $69-70 billion in the 2011-2015 period and US $110-120 billion in the 2016-2020 period./.
