LOAN AGREEMENT SIGNING CEREMONY SESSION 2 OF THE FISCAL YEAR 2011 BETWEEN THE GOVERNMENT OF VIET NAM AND THE GOVERNMENT OF JAPAN
In March 30th 2012, at the Headquarter of Finance Ministry, Deputy Minister of Finance, Mr Nguyen Cong Nghiep and Vietnam Chief Representative of Japan International Cooperation Agency (JICA), Mr Monotori Tsuno signed eight ODA Loan Agreements in Session 2 of The Fiscal Year 2011 for both significant programs and projects. The total value of ODA Loan under these Loan Agreements is 136.447 billion JPY.
Eight JICA Loan Agreements in Session 2 of the Fiscal Year 2011 for significant Programs and Projects include: 1. Program of 10th Credit for Supporting Poverty Reduction; 2. Project of Provincial Hospital Development (II); 3. Project of New Highway 3 and Road Network in the region (Hanoi-Thai Nguyen road) (II); 4. Project to build the second Noi Bai International Airport (II); 5. Project to build Ho Chi Minh City urban Railways (Ben Thanh – Tien Stream line) (II); 6. Project of Hoa Lac Science and Technology City Development (I); 7. Project of Recovery and sustainable Management of Forest; and 8. Project of South Binh Duong Water Environment Improvement – Phase II.
Hoa Lac Science and Technology City Development Project, one of the most important projects, aims to improve National Science and Technology Development and helps to push up many other key economic areas that make Vietnam become an Industrial Country in the year of 2020. With the support of Japan side, Engineering Service Phase including Detailed Design, Bidding Document Preparation and Institutional Development and Capacity Improvement Support, is being implemented at the present time.
Construction Phase has estimated Loan of 28.056 billion JPY, and the Loan Agreement signed in this Session is the 1st one valued 15.218 billion JPY. According to the tentatively schedule, Project will start Construction Work during February, 2013 and end around April, 2016.
Deputy Minister Nguyen Cong Nghiep confirmed that ODA Loan Agreement Signing with large value in Session 2 of the Fiscal Year 2011 is the truly proof for the solidarity, friendship and strategic cooperation between two countries, and more meaningful in the context of Japanese people and country are still in the rebuilding process and overcomes bad damaged consequences from natural disasters in March, 2011. Japanese Loan Projects are being greatly contributed to the work of social and economic development as well as industrialization in Vietnam.
Deputy Minister also shared that Vietnam Government always highly appreciates valuable support from Japan Government that Japanese International Cooperation Agency – JICA is the Representative Agency in Vietnam. Finance Ministry will cooperate with relevant Ministries, Agencies to use the Loans effectively for Industrialization and Modernization Development, by through, contribute to general development and prosperity of East Asia, Deputy Minister committed.
