VN attracts US$80 billion ODA in 20 years

Viet Nam attracted around US$80 billion of ODA in the last two decades for socio-economic development, poverty reduction, rural and agricultural development, infrastructure construction, and manpower training.

The Party Central Committee's Commission for Economic Affairs and the People’s Committee of Da Nang on August 7 organized a seminar themed “Looking back 20 years of ODA activities in Viet Nam.”

Addressing the event, Deputy PM Nguyen Van Ninh said that the linkage between Viet Nam and foreign donors has become closer and more regular since the 1993 Paris Round Table Conference on ODA for Viet Nam.

As of December 2012, 20 Consultative Group (CG) meetings were organized. In 2013, the relations between Viet Nam and foreign donors lifted to partnership through the Viet Nam Development Partnership Forum.

ODA inflows amounted to US$89.5 billion in the 1993-2014 period, or US$3.5 billion per year. The amount of disbursed ODA valued US$53.89 billion, accounting for 73.2% of total committed ODA. ODA pumped into Viet Nam includes three types including non-refundable aid (around 10-12%); preferential loans (about 80%) and combined ODA (8-10%).

The ODA inflows provided an important source of capital for Viet Nam in her socio-economic development and made up 10% of her total social source for investment and development especially important areas like transport, power, irrigation, urban infrastructure, health, education, and climate change response.

Thanks to the source, Viet Nam has gradually perfected the legal system, improved management capacity, conducted technology transferring, raised business and production competence, and promoted trade and international integration.

On behalf of the Government and people of Viet Nam, the Deputy PM valued and thanked the international community for their support over the last 20 years.

Mr. Ninh also pointed out some shortcomings in ODA attraction, management, and spending including limited ODA use inefficiency, and complicated procedures.

The Vietnamese Government, said the Deputy PM,  spared no effort to fruitfully utilize the ODA source.

He also asked ministries, agencies, localities and managers to listen to experts’ comments to effectively disburse ODA and hoped that foreign donors would continue to stand by Viet Nam in the future in favour of sustainable development./.
