Prime Minister Nguyen Tan Dung asked to find ways of removing, handling difficulties and obstacles for the projects in Hoa Lac Hi-Tech Park and VNU.
In the morning of Aug 13th, 2014 Prime Minister Nguyen Tan Dung, Deputy Prime Minister Vu Duc Dam chaired the meeting with the ministries concerned and Hanoi city government to remove difficulties and obstacles for HHTP and construction projects in Hanoi National University in Hoa Lac.
Hoa Lac Hi-Tech Park Project wass decided by the Prime Minister in 1998. The area of the project is nearly 1,590 ha, in which not yet ground-clearance are 117 ha; to be clearanced area are 1,469 ha, has been clearanced and handed are 990 ha. Currently, HHTP has attracted 70 projects with a total investment of more than 56 trillion VND on the area of 354 ha, including major projects such as FPT University, FPT software Park, the project of the Viettel Hi-tech center, Nnational satellite Center,…

However, in recent years, due to the economic situation in the country and the world, a number of projects were not implemented as committed; the implementation of the project are having difficulties and problems on mechanisms, policies change over time and due to the merger of Ha Tay in to Hanoi (the changes in mechanisms and policies applied and implementation of land valuation, land use fees …); Land clearance work only reached 70%; the construction of resettlement areas slow, failing to meet the requirements, are not synchronized with the tempo of clearance;…
Project of VNU also meets difficulties and problems similar to HHTP, which is the lack of capital, land clearance and resettlement… Speaking at the meeting, the leaders of several ministries concerned said implementation of this project is so difficult to adjust the plan several times; lack of capital, construction of resettlement is too slow leads many people have received compensation but has not been arranged for resettlement... Currently, the clearance in the two new projects freed 70% of the area; lack of capital for the clearance of the two projects is approximately 7.000 billions.
The limitations of the clearance work has made the construction of infrastructure projects in Hoa Lac Hi-Tech Park delayed, leading difficults to attract investtors and also for investors were granted investment certificates,…
Speaking at the meeting, Deputy Prime Minister Vu Duc Dam suggested that, the clearance must be settled definitively in the next 1-2 years, as if stretching will make capital clearance continue to arise.
Some comments also suggested not to adjust the planning of two projects; try not to allocate capital to adjusted total size of the project. Speaking at the meeting, Prime Minister Nguyen Tan Dung stressed that the policy of the Central Government is to invest in building a high-tech zones to cater for applications, development of science and technology, participate in global value chains, this is a consistent policy and very realistic. However, looking back, the implementation has been slow, partly due to the lack of resources available to invest adequately.
The overall idea is to be determined, aggressive in implementation of the policy, to find ways of removing, handling difficulties and obstacles for the project Hoa Lac Hi-Tech Park, and also VNU. Do not adjust the overall size of the project, but must be reviewed planning, appropriate adjustments within the project area. 2 projects are located close together, the ministries function must be very interested in investing common infrastructure, connectivity infrastructure from Hoa Lac Hi-Tech Park to the construction of VNU project in Hoa Lac, not to waste the investment, especially in transportations, electricity, water supply, waste treatment...
In each project must also control and review of the planning area, ensuring appropriation, review the nature of the project as high-tech, determined to take down the licenses of non hi-tech projects in HHTP; the utilities, auxiliary must be considered to invest, if it is not necessary, should be general using and very thrifty.
Prime Minister Nguyen Tan Dung stated: "We are still poor, we should be very careful in investment, to save, not to waste". Emphasis capital clearance and resettlement for the two projects are the most difficult today, the Prime Minister asked concerned parties including Deputy Prime Minister Vu Duc Dam, Ministry of Finance, Ministry of Planning and Investment to held meetings to review and computational resources, calculating additional funds each year for compensation, clearance and resettlement for the project in the spirit of saving, capital allocation is the highest priority, early submit for the Government decisions. Also, review the mechanisms and policies for compensation and clearance. "It was decided intensive work done for migration, resettlement, could not ambiguity in this work", Prime Minister Nguyen Tan Dung steering.
Besides, the Prime Minister noted, which investment proposed by the State, the State will invest; which can socialize, no need to invest in the budget must resolutely implement socializing. Prime Minister Nguyen Tan Dung asked 2 Project Management continue to promote these outcomes, enhance the sense of responsibility in the execution of their duty.
