To accelerate the construction and development of HHTP

On August 6th, the Hanoi delegation led by Mr. Pham Quang Nghi, Politburo Member, Secretary of Hanoi Party Committee, had a working session with the Ministry of Science and Technology to solve difficulties with a view to promoting construction and development of Hoa Lac Hi-tech Park (HHTP).
According to the report by HHTP Management Board, the total area of HHTP is 1,586 ha, of which 911.7 ha has been compensated and handed over to them. Accumulated state budget disbursed for the land clearance and resettlement in HHTP until 2013 was VND 1,477 billion and the needed estimate for the remaining is about VND 6,031 billion.

HHTP Management Board specifically mentioned difficulties in compensation, land clearance and construction of resettlement area; land acquisition, fund allocation for the clearance work and investment promotion activities in the HHTP as well. They emphasized the plan to hand over cleared areas for such projects as “Development of HHTP infrastructure by Japanese Government’s ODA loan” and “Construction of Hanoi University of Science and Technology by ADB loan” has been behind schedule, and related partners are urged to deploy the project. HHTP Management Board also proposed to the leaders of Hanoi to consider HHTP as one of the City’s projects and to take measures to solve existing obstacles for accelerating the land clearance process and investment attraction in HHTP.
Speaking at the meeting, the Secretary of Hanoi Party Committee, Pham Quang Nghi noted the difficulties, concerns and recommendations of HHTP Management Board. When emphasizing on the priority of handing over cleared land to meet the progress of the two key projects above, he requested related Departments of Hanoi, the districts of Thach That, Quoc Oai and the Management Board to do continuous collaboration for overcoming obstacles to complete the land clearance on schedule. For the specific recommendations, Secretary Pham Quang Nghi asked relevant agencies to work directly with each other to make specific solutions and implementation plans.
The Secretary of Hanoi Party Committee also demanded relevant City’s agencies to review and remove policies’ obstacles, among which he emphasized that they had to pay special attention to the implementation of specific policies in harmony with the general provisions associated with the propagation and dissemination policies to citizens. At the same time, they also had to actively provide information to the press for common consensus and transparency during the implementation process. Regarding to land acquisition and land allocation, HHTP Management Board is requested to work closely with leaders of Thach That and Quoc Oai districts to conduct land clearance, re-construction of settlement for key areas. /.
