Hanoi launches city's data center
The center provides a modern technological environment, enabling data-driven innovation and improving competitiveness.
This initiative aligns with Resolution 18-NQ/TU dated December 30, 2022, from the Hanoi Party Committee, aiming to achieve smart city status by 2025 with a vision toward 2030, as well as Plan 239/KH-UBND dated September 27, 2023, and Plan 57/KH-UBND dated February 8, 2024, from the Hanoi People's Committee.

Equipped with state-of-the-art technology, the center was completed in over four months, including the migration of more than 300 city applications to a new high-performance and flexible infrastructure. This represents a significant effort by the Hanoi Department of Information and Communications in developing essential IT infrastructure.
Nguyen Viet Hung, Director of the Hanoi Department of Information and Communications, noted that the project is a breakthrough in transitioning from self-managed IT investments to an IT service leasing model, which has proven effective and is recommended by the government. The data center is built on modern private cloud technology with synchronized, multi-layered security, providing enhanced performance, safety, and flexibility for users.
To optimize resources and costs while improving operational efficiency, the center utilizes a service leasing model and is hosted at VNPT's state-of-the-art data facility at Hoa Lac Hi-Tech Park. According to VNPT representatives, this facility employs international-standard security protocols, ensuring top-level data safety. The center is staffed by highly trained and experienced IT engineers, with most holding advanced certifications in data center operations.
The Primary Data Center integrates advanced technologies, including artificial intelligence, big data, and IoT, laying a solid foundation for Hanoi's future development. It aims to create a livable, innovative city with core values of "digital government – serving governance; digital enterprises – contributing businesses; digital society – a society of trust; and digital citizens – happy residents."
Ha Minh Hai, Vice Chairman of the Hanoi People's Committee, highlighted that the data center will serve as a critical technology infrastructure, ensuring safe and efficient data storage, connectivity, and processing for public management and services. It will consolidate and leverage big data across various fields such as economy, society, transportation, healthcare, and education.
For citizens, the center enables streamlined online public services, reducing administrative costs and time. It also facilitates access to utilities such as electronic health records, digital identity through VNeID, and real-time urban traffic and environmental information, all while safeguarding personal data with multi-layered security measures.
For businesses, the center provides a modern technological environment, enabling data-driven innovation and improving competitiveness. It supports startups with a secure data infrastructure to experiment with and deploy new technologies, fostering Hanoi's innovation ecosystem. It also promotes data sharing and collaboration between businesses and public agencies, expanding opportunities for large-scale partnerships.
Hai emphasized that the inauguration of the Primary Data Center represents a strategic tool for comprehensive digital transformation across all aspects of society. Effective data management and utilization will not only drive sustainable development with a "global vision and Hanoi's strategic action" but also affirm the capital's leadership in the digital age, contributing to national advancement into a new era.
