VN adopts master scheme for IT human resource development

PM Nguyễn Tấn Dũng has just ratified a master scheme for IT human resource development until 2015, with vision to 2020, in an effort to convert Việt Nam into one of the world’s leading exporters of high-skilled IT workers.

The scheme, slated for 2009-2015, is worth of VND 900 billion.

Under the scheme, by 2015, 30% of graduates from IT, electronics, and telecommunication universities can compete in the international markets with good professional expertise and proficient foreign language skills.

In addition, 100% of students at vocational schools will be equipped with IT knowledge and application skills; 100% and 80% of pupils at junior secondary and primary levels respectively will be taught in informatics.

Around 65% of teachers will be able to apply IT in their lectures and by the end of 2015, 100% lecturers and students have their own computers.

Besides, leaders of ministries, sectors and localities nationwide will also be provided with IT complementary courses.

By 2020, some 70% of employees working in businesses will have IT knowledge, over 90% and 70% of IT lecturers at universities and colleges respectively will have master degrees, over 30% university lecturers have doctoral degrees.

To realize the above tasks, some key solutions were designed, including renovating IT curricula, training methods and processes for better quality; expanding training scope and models; speeding up the popularization of informatics; raising investments in IT human resource development; enhancing English teaching and IT teaching in English and other foreign languages; using open source software in training activities; developing education net (EduNet); and boosting informatics teaching and IT applications at secondary schools.

Forming linkages between universities and IT enterprises and other economic organizations as well as organizing IT seminars are also important solutions.
